I did window splashes and window signs for over 20 years, and the first step is getting the glass really clean. The very best product for cleaning glass before painting is denatured alcohol. I’ve tried most everything over the years but nothing beats it. It gets everything off the glass, and the paint lays down beautifully on the glass.
